Mr. Orndorff joined Incentive Review Group in May 2026. He brings over a half decade of experience in public finance, with a focus on economic development, administration of public incentives and special districts, financial reporting and budget development, and the preparation of continuing disclosure materials.

Prior to joining Incentive Review Group, Mr. Orndorff helped establish the economic development and negotiated incentives practice at a start-up municipal advisory firm in central Indiana (Bondry Management Consultants). In this role, he advised municipal entities and real estate developers on P3 projects which included issuing municipal debt, creating and managing tax increment allocation areas, negotiating incentive packages, managing tax rates, statutory reporting, and compliance development. Through this, Mr. Orndorff gained extensive experience using diverse revenue sources to develop the capital stack of large-scale projects across the Midwest.

Additionally, Mr. Orndorff was tasked with overseeing his prior firm’s regulatory compliance arm, ensuring both the firm’s compliance with MSRB and SEC guidelines and their client’s adherence to applicable regulations.

Before joining Bondry, Mr. Orndorff was a municipal advisor for two of the largest public finance firms in the Midwest and Southeast United States (Baker Tilly and Raftelis Financial Consultants, respectively). In those roles, he was responsible for developing creative financing models, issuing municipal debt, negotiating incentives for P3 developments, and preparing annual compliance reports.

Mr. Orndorff has also served clients in public debt refundings, real estate development, economic impact analysis, solar farm incentives, property tax abatements, and the American Rescue Plan Act. He has structured and facilitated debt obligations in excess of $800 million for his clients.

Mr. Orndorff is a Registered Municipal Advisor Representative (Series 50) with the Municipal Securities Rulemaking Board (MSRB) and the Securities Exchange Commission (SEC). He earned a Bachelor of Science in Public Affairs degree from Indiana University’s School of Public and Environmental Affairs with a major in Public Financial Management and a dual minor in Urban Planning and Human Resource Management.
