Mr. Astalos is an Associate Director with the Incentive Review Group, a division of Bradley Payne Advisors. He has more than eight years of experience advising public and private sector clients on municipal finance, public infrastructure, and economic development matters. He specializes in financial modeling, the creation and administration of special districts, tax increment financing, capital financing, and the structuring, issuance, and management of municipal debt. Mr. Astalos’ experience encompasses the financial analysis, structuring, implementation, and ongoing administration of public financing programs that support commercial, residential, mixed-use, and public infrastructure projects to provide specialized expertise in evaluating municipal finance structures and incentive mechanisms that influence development feasibility, property valuation, and long-term fiscal performance.
Prior to joining the Incentive Review Group, Mr. Astalos served as a Manager at MuniCap Inc., where he was a registered Series 50 Municipal Advisor and Series 65 Investment Adviser Representative. In that capacity, he managed the ongoing debt administration and financial operations for more than 30 special districts spanning 10 states. His responsibilities included advising developers and local governments on the issuance, restructuring, and long-term administration of municipal debt, assisting municipalities with the investment and management of bond proceeds, and advising state authorities on Property Assessed Clean Energy (PACE) programs. His work encompassed complex public finance transactions involving special assessment districts, community development districts, and other special-purpose financing entities.
Earlier in his career, Mr. Astalos served as a municipal finance analyst at a banking institution, where he supported trustee and paying agent services for municipal bond issuances. In that role, he worked closely with issuers, underwriters, bond counsel, and institutional investors to facilitate debt transactions and ensure compliance with applicable legal, regulatory, contractual, and fiduciary requirements.
Mr. Astalos is a Registered Municipal Advisor (Series 50) with the Municipal Securities Rulemaking Board (MSRB) and the Securities Exchange Commission (SEC). Mr. Astalos graduated summa cum laude from Duquesne University with a Bachelor of Science in Business Administration majoring in Finance and minoring in International Business.
