Ms. Morgan Steiner is a Director with the Incentive Review Group, a division of Bradley Payne Advisors. Ms. Steiner brings 8 years of public finance experience, with a focus on the administration of special districts, financial modeling and implementation of public financing programs. She has extensive experience with managing tax increment financing districts, special assessment districts, and new community authorities, assisting with the creation of special districts and the issuance of special district bonds.  

Prior to joining the Incentive Review Group, Ms. Steiner worked for Falcon Consulting and Management that provides support services to the master developer of the WestRidge development located in Morgantown, West Virginia. Ms. Steiner was responsible for overseeing the property tax increment financing district, and the economic opportunity development district, that support over $250 million in combined special district bonds. In her role, Ms. Steiner was responsible for analyzing sales data and property values, preparing revenue projections, preparing and reviewing continuing disclosure reports, coordinating with stakeholders of the development and special districts, and assisting with the issuance of special district bonds. 

Before joining WestRidge, Ms. Steiner was a Vice President, and a registered Series 50 Municipal Advisor at MuniCap, Inc. In her role, she was responsible for the oversight of over 70 special districts located throughout the United States and assisted a multitude of developers and municipalities with the issuance, refunding or restructuring of special district bonds, primarily secured by tax increment and special assessment revenues. Over the course of her employment, Ms. Steiner advanced from an associate responsible for annual budgeting and cash flow modeling, continuing disclosure and compliance monitoring to acting as the head of MuniCap’s Pennsylvania Office.

Ms. Steiner is a Registered Municipal Advisor (Series 50) with the Municipal Securities Rulemaking Board (MSRB) and the Securities Exchange Commission (SEC), and she also holds the Municipal Advisor Principal license (Series 54). Ms. Steiner graduated summa cum laude from Clarion University of Pennsylvania with a Bachelor of Science in Business Administration with concentrations in Finance and Real Estate, and an Associate of Science in Paralegal Studies
